The project examines how early competence mapping and career guidance, two recently introduced measures, can help recently settled refugees make more targeted qualification and career choices, and help municipalities to better adapt their services to refugees.

It is a central ambition in Norwegian integration policy that refugees come quickly to paid work and can build on the competence they bring with them on arrival. To map refugees' qualifications early on, and in such a way that it can be used in the planning of the individual refugee's training in Norway, has been an ambition for a number of years.

But the task has proved to be demanding. Good competence mapping requires detailed information from the participants themselves, but also knowledge of local and regional opportunities for further training and work. Previous studies, including from Fafo, have shown that the information collected in the reception center has been little suitable for covering the municipalities' need for knowledge of the individual participant.

This project examines how early competence mapping and career guidance, two recently introduced measures, can help recently settled refugees make more targeted qualification and career choices, and help municipalities to better adapt their services to refugees. The overall objective of the project is to gain knowledge about how refugees can have a faster track towards employment where they can use their skills and experience.

This project is led and conducted by Fafo in collaboration with Agenda Kaupang.
