How is the de-bureaucratization and streamlining reform (ABE reform) implemented in state agencies and how does it affect daily work?
In 2015, the Government introduced the de-bureaucracy and efficiency reform (ABE reform) as a permanent part of the budget work.
As a result of the reform, government agencies have faced annual budget cuts from 0.5 to 0.8 per cent. The intention is to decentralize the responsibility for streamlining the agencies and create an incentive for leaders of state agencies to endorse efficiency improvement.
In this project, we examine how a selection of ministries and underlying agencies implement the government's ABE reform.
