The purpose of the assignment is to conduct mid-term evaluation of the PACER (Popular Control and Effective Welfarism) joint research program.
PACER is collaboration between University of Gadjah Mada (UGM), University of Oslo (UiO), and University of Agder (UiA), with a financial frame of 31,100,000 NOK covering the period of 2012-2017 and financed by the Norwegian Ministry of Foreign Affairs. The PACER programme brings together two bilateral research projects: “Power, Welfare, and Democracy (PWD)” in collaboration with the University of Oslo (UiO) and “In-Search of Balance (ISB): Government, Private Sectors, and Cooperatives in Indonesia” in collaboration with the University of Agder (UiA). Furthermore, we recognize that the research activities under the PACER programme are conducted by UGM in collaboration with UiO and UiA. The main objectives of the assignment are a) to assess whether and to what extent progress is being made compared to plans, to assess the effectiveness of the project, i.e. the extent to which the expected goal and objectives have been achieved/Is likely to be achieved, including sustainability and risk aspects; b) to provide recommendations for improvements to be implemented in the last phase of the project in light of review findings, including recommendations for further refining a comprehensive, coherent and realistic results framework for the project.
