This report analyses the developments in welfare policy during the past 15 years. A sample of white papers and official reports within the welfare field is examined. The aim has been to examine the ideas and signals of future welfare policy that can be read from these official documents. What are the concerns of the political authorities, what kind of initiatives and measures are presented, and what are the most important signals of how the welfare policy should be developed in the future. To what extent is it possible to identify signs of a new welfare policy that indicate a change in the original principles of the Norwegian welfare model. The project is a follow up of the Fafo-report Welfare Signals from 1994.
