This paper consists of the authors dissertation for the Master of Arts in Comparative European Social Studies. The paper works as a part of a Fafo-project on social policy and social excusion in the Baltic countries. It was also presented at a workshop at the IFSW European Seminar in Helsinki/St.Petersburg 13 – 15 June 1999.
