Specialized services against negative social control and honour based violence have existed as part of the Norwegian welfare state for several decades. These services are intended to work both preventively and remedially towards people who are or may be exposed to negative social control and honour based violence, and to raise the competence of the ordinary services.
In this research project, the ambition is to develop proposals for what should be measured and how it should be done to ensure that the special services function in line with the authorities' ambitions. The overall problem to be answered in the project is: How can IMDis and Bufdirs reporting system provide greater knowledge about the content and effects of the measures carried out by the special services?
More spesifically, how should the solutions for registration and reporting be further developed so that they
- Support the mandate of the services
- Reflect the full range of efforts, activities and results using measurable indicators
- Contribute to service development, improved management and improved practice?
Good reporting is based on formal and actual goals for the services, and provides insight into the practical work that is carried out and the results of this effort. Therefore, in the project, we will start by mapping formal and actual goals and practices, how this is reported on today, as well as weaknesses and strengths of these methods - and the views of the actors involved on how they can be improved.
With this as a starting point, we will develop two sets of tools that can contribute to better knowledge about the activities of the special services and goal achievement:
- A comprehensive framework of indicators for practices, activities, results (i.e. immediate outcomes) and impacts (i.e. more in-depth consequences) of the work of the special services. The indicator framework will function as a model that reflects activities and goals.
- Recommendations for specific reporting solutions - data sources, methods, mapping tools and routines - that can be used to collect, structure and disseminate knowledge about the indicators. This also includes discussing any advantages and disadvantages of the various solutions with regard to data quality, feasibility, resource use, privacy, and more.
