The project will provide an overview of various European countries' models for expanding collective bargaining coverage and minimum wage floors.
Efforts to increase agreement coverage have been central to Norwegian tripartite cooperation in recent years.
The goal has also been highlighted by the adoption of the EU's minimum wage directive. Although this directive has not yet been considered relevant to the EEA, it may encourage Norwegian parties and authorities to set a target of at least 80 percent agreement coverage.
The project will generate knowledge about existing European arrangements that extend agreement coverage. This will be useful both for better understanding the European discussions related to the minimum wage directive, and for proposing possible Norwegian measures.
The project will particularly look at general application schemes, requirements for collective agreements in connection with public procurement, and other schemes that can help expand agreement coverage.
The mapping will primarily be done through desk studies.
