Presentations of industrial relations in Europe concentrate often only on the private sector, overlooking the fact that the public sector is a large part of the labour market. This publication is an attempt at rectifying this, by providing systematic information on the industrial relations systems in the public sector in sixteen European countries, i.e. the fifteen EU countries and Norway. This report is not only unique because of this ambition, but also because it is the public sector trade unions themselves which have been the main providers of information.
The report gives an insight into the main features of industrial relations in the public sector, i.e. the system and contents of collective bargaining.
