How can we understand, measure and strengthen quality in the Introduction Programme?

Quality in the introduction programme is a multidimensional concept in which structural framework conditions, the content provided and participants' outcomes must be seen in relation to one another. We therefore draw on the structure–process–outcome model as our overarching logic and combine it with perspectives from implementation theory and institutionalisation theory, as well as with Norwegian and international recommendations for the design of frameworks and indicators. The overarching research questions to be addressed in the project are:

• How is quality in the Introduction Programme understood, and how is it anchored in governance and practice?
• How can quality in the programme be measured using a comprehensive quality framework?
• How can quality in the programme be evaluated and strengthened?

The framework will be developed through a multi-stage design. We begin with an extensive review of legislation, governance documents, research, available data and relevant quality frameworks in Norway and internationally.

On this basis, we will develop a first draft of the framework early in the project. We will then validate the findings from the document study and develop the framework further through dialogue with stakeholders at different levels of governance, with researchers and with participants in the Introduction Programme.

This is an important methodological choice, intended to ensure that the framework is experienced as relevant and applicable by those who will use it.
