Secondary migration among refugees - causes and consequences

Fafo and Oslo Economics are conducting a project that will provide better insight into the causes and consequences of secondary migration among refugees settled in Norwegian municipalities. In general, we want to shed light on the connections between refugees‘ migration decisions, managed and dispersed settlement, and the municipalities’ integration measures.

We investigate:

How personal, relational, structural and material factors interact and influence refugees' need or desire to move on or stay.
The extent to which structural conditions and integration measures in the municipalities affect where refugees move from and to.
What consequences secondary migration can have for the integration of refugees and their families, both in the short and longer term.
What consequences secondary migration has for services and integration efforts in incoming and outgoing municipalities.
How settlement and integration efforts can be made more accurate in order to reduce secondary migration and the negative consequences of secondary migration.

These questions will be answered through a combination of different analysis and data collection strategies.

The results will be published in a Fafo report at the end of the project.
