The Eastern enlargements of EU in 2004 kick-started a new phase in the Norwegian working life. In recent years, we have experienced unparalleled labour and service mobility to Norway. Whereas in 2004 less than 7000 Eastern Europeans were residing in Norway, this number had increased to almost 160 000 in 2014. In the same period, labour migration from western EU countries was also doubled. In addition, a large number of posted workers and service providers stay for shorter-term periods.
Labour migration has had both positive and negative consequences for Norwegian working life. Norwegian enterprises have gained increased access to labour; however, this development has also led to problems concerning low wage competition, social dumping and labour market crime. Since 2004, Fafo has conducted a series of studies related to labour and service mobility and the development within the common European labour market.
