Education is an important political tool for achieving high participation in working life and society, and publicly funded education is a core element in the Nordic welfare and working life model. In Norway, the right to free upper secondary education has contributed to almost all young people going straight from compulsory education to upper secondary education. About half of the students start a vocational education.
The Norwegian VET model stands out in an international context. The model is based on the classic apprenticeship tradition, where employers are responsible for a large part of the training. The social partners have an influence on the content of education through established structures for tripartite cooperation. At the same time, public authorities have more responsibility than is common in countries with a more traditional vocational training model, such as Germany, Austria and Switzerland.
Vocational education and training has been an important field of research at Fafo since the early 1990s. The research topics include the status of tripartite cooperation in VET, the potential for increasing the number of apprenticeships, the labor market for newly qualified skilled workers, and prerequisites for the establishment of new occupations within the VET system. Nord-VET was a comparative Nordic research project where the purpose was to investigate strengths and weaknesses in vocational education in four Nordic countries. Currently, Fafo is leading an international research project, Moving trades. In this project, we investigate how increased labor migration after the EU enlargement affects employers' incentives to take in apprentices and recruit skilled labor.
